A murderer with a twisted mission targets the most vulnerable on the cold streets of Montreal -- a howling snowstorm envelops the city, and the body of a young woman is discovered in its wake. The only clue to her identity: a photograph in her pocket with the scribbled phone number of Detective Inspector Romeo Leduc. Meanwhile, Marie Russell is trying to help a student at her college who is the victim of a terrible assault. As Romeo begins to think that the death of the woman may be linked to those of several homeless people in Montreal, he puts himself and Marie on a collision course with a killer who has been taking advantage of a system and a society blind to its own inequality and injustice.
