For operations in support of intelligence collection requirements, this movie is horrible. Cassian Andor, an intelligence officer in the Rebel Alliance, seeks out and recruits Jyn Erso as an active agent, in support of identified human intelligence collection requirements involving Saw Gerrera - a former Rebel Alliance ally now estranged. Such conventional recruitment and case officer operations are fine - and work, until Andor develops, requests and - without command approval from Rebel Alliance leadership or their critically-needed operational support - independently initiates not reconnaissance, not surveillance but deliberate direct action collection operations on Scarif against an established, fixed enemy site. In one fell swoop, thanks to the actions of and decisions by a single Rebel Alliance intelligence officer, the whole of the Rebel Alliance fleet and the whole of the Rebel Alliance are nearly lost. This serves as another indicator of why Rebel Alliance command struggles with needed information and intelligence in support of policy and decision-making requirements.
